Steps: How can we find the bug ourselves? Step 1: Target an area with the mortar strike. Step 2: Resupply, while equipped with the binoculars, with the Assualt class's ammo box.
What happens when the bug occurs? The binoculars get physically reloaded with a weapon reload animation.
What should be happening instead? The binoculars should not be reloaded like a gun.
If you switch to your weapon, when you resupplied the binoculars, and back to the binoculars then the time until you can use the mortar strike again always resets. The timer won't go down when unequipped.
