Why can't I switch Seats in any vehicle?

Summarize your bug When I 1st installed the game I could switch seats by using the default keys. Then at some point not sure when I couldn't. All it lets me do is enter the vehicle using the "E" key. When I do this it only lets me sit in the seat it defaults me to when I enter the vehicle. Switch to a different seat does not work.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? I tried changing the key assignments but that made no difference. So I reset the key assignments back to default. That did not work either. So I uninstalled the game and reinstalled it and I still have the same issue. I also made sure my windows updates are current and I have the latest drivers for my Graphics Card, Motherboard Chipset and running the latest version of the DirectX Driver .
What happens when the bug occurs? I can't change to a different seat in the vehicle.
What should be happening instead? I should be able to switch seats in the vehicle
Not sure what I would put here. My issue does not crash the system I only have limited functionality.
