I think they were trying to encourage repairing. I've noticed in the last few matches people have been laying on the top of the tank repairing it non-stop. This has allowed the tank to remain long enough to make a difference.
I definitely think they need to rebalance the vehicles and agree with you. You shouldn't need to have two soldiers laying on the top repairing 24/7 to make them playable.
That's what open beta is here for, though, so they can figure out what they need to fix / adjust.
Part of me wonders if some of the gameplay has been nerfed (splash damage) to provide certain data and opportunities to see players use them. Hence the rewards too. Seems like certain things are of great interest to EA.
