AA tanks in spawn

I have noticed lately that the AA tanks have been sitting in the spawn area. When trying to counter them, rockets get destroyed before even reaching them. They sit just far enough or on top of a mountain to where the c4 atv/jeep cannot reach them. My suggestion is not to allow AA tanks use their weapons in spawn (similar to how the support mortar works).
