No, it's not normal and it is definitely not the fault of console players.
Everybody knows, you can check it on YouTube and watch the videos, that PC players are the ones using Wall Hack and Aimbot Hack... and on YouTube they are encouraging PC players to buy their cheat systems.
If PlayStation users dared to use "a certain device" to cheat it would eventually be detected and you would receive a lifetime equipment ban from Sony Playstation. Yes, it's very serious. It violates Terms of Use. That's why PlayStation and Xbox users generally do not attempt to use hacks.
Anyone playing on a PC can download anything they want and if caught cheating they won't lose the use of their PC, although they could be banned from playing the game.
If you are playing in Crossplay I can guarantee you it's not the console players that are plaguing you. It's the PC players, and frankly all PC players already know this.
I switched OFF Cross-play and those "mystery instant deaths" stopped.

The thing with PC is that with the secure boot enabled and javelin running/activated, the system won't let you launch the game if it even detects a possible harmfull programm. Nothing is perfect but it does it's job pretty good.
External devices are probably a bigger problem across all platforms. Although they'll eventually get locked out aswell, the market for cheating add ons is growing by the day. Not to mention the jailbroken systems.
The best way to get rid of cheaters is a permanent IP ban, no second chances. They could force for each new registered account to add a phone number and email adress, that can only be used on a single account. That way it'll get harder for cheaters to return to the game on the same device or network.
