Are Penalties Needed for Disruptive Squad Spawning?

Just a post to see if others feel similar... By Disruptive Squad Spawning I mean like, 

You’re hidden waiting to flank. Then a braindead teammate spawns on you and instantly fires an RPG out the buildings window at a nearby enemy tank that's passing through,  achieving absolutely nothing but getting the building blown up and the entire squad killed in seconds by the tank and the enemies you were waiting to flank.

I feel like some kind of penalties need to be added to stop players making these stupid choices that get their squad killed.
