Are they cheating?

They aren't cheating, it's a hit registration problem that still persists. It got better since the start, but not completely fixed yet, unfortunately.

I believe it is "just" a hit reg problem. It seems to happen in waves where one round it feels good, and the next round it feels horrible and unfair. Or just parts of a round.  It almost feels like the game is maliciously trying to create a win or loss outcome to psychologically manipulate your play style or reward someone else.  But, it's probably not malice, and instead simple error.

Some times 50 to 66% of my bullets don't register. Even when playing in a lobby just against bots. I have one short example on video in the tech support section where EA asked people to provide examples.  It's frustrating and beyond control.

2 games in row ive had cheaters in both games with clear aim botting i watched them after i died and its so blatent the aimbot just locks on through the walls snapping from player to player its getting out of control now. unless something is done quickly this game will go down hill.

There are definitely cheaters in the game. Especially in the free-to-play mode. But that doesn't discount that there is also a hit reg problem.

The game has big desync issues, what you see on screen is not really happening. You hit people with several bullets without them dying, get one-shot by DMRs and other slow firing weapons, die 'around corners',  etc etc. The games 'netcode' is just bad in general (which is an old BF-issue).

redsec servers don't have the same latency as the normal servers

We all have same problem and we are angry and frustrated. Hit regs are very broken.

I usually find 1 or 2 lobby a day where hitregs are fine.

Get a PC if you can afford. The game runs like trash on Xbox. Even my series X I was getting around 50fps @1440p on performance mode. Consoles have just fallen too far behind
