Getting dominated by a good pilot feels bad, but does that mean they should be punished for playing skillfully?
Changing how fast flares refill will not affect your ability to kill a good pilot. It will only make them wait a little longer between strafes.
The true counter to an enemy pilot is to have a good pilot on your team.
Good Pilots are good pilots no need to punish them if you want balance then maybe limit their flares like our gadgets, My issue is on Manhattan bridge where only one side gets a helicopter, add to that the flares, buildings and elevation dodge then it really becomes match breaking. I've been on the side with the Helicopter and it is usually a blowout win, I've been on the side without the helicopter and it's usually a blowout loss. Side note I have actually watched my Stinger make a huge turn and miss even though I waited to lock after flares sometimes with it hitting the ground.
