Casual breakthrough won't start

Im on Xbox im trying to play on my lunch break in a lobby populated with bots and it won't start because the most people that join is 4 and then they keep leaving because it won't start. You disable the bots then I cant even play the game mode you replace it with. Ill be going back to ready or not here soon if yall dont get your crap together.
