I guess they are trying to balance the win/lose ratio on the maps, which is atrocious atm with lots of maps being pretty unbalanced.
Sometimes you see they got a tank, sometimes 3 tanks , sometimes a copter. There's no offiicial statement, it happens on some official servers.
The thing is saturating small maps with vehicles wont cut it. Breakthrough maps should be like, for example, the Iwo Jima from 2042, with 7 areas to fight for, 32vs32, areas to flank, lots of vehicles, room to breathe and an epic finale.
