It would indeed give the player to land a hit first more of an advantage. It increases the importance of positioning, but it also makes movement and aim less important.
I'm personally against this idea, because I consider duking it out with another player to be more interesting than having to hold tight angles to gain an advantage. Both are valid ways to balance the game though.
