Free for all/ death match experience portal

Hi , I am trying create  FFA experience to play against mates … but for some reason I can’t set players count correctly so they can’t join and instead put them to queue.  I am setting 15 teams with 1 player in it and squad members 1. 15 human players overall. Anyone know where could be error ?
