Hot fix v1.1.3.1 - still stutters (Keyboard input)

This is in response for Hot fix v1.1.3.1 - It does not address my issue.

Solution previously offered: Signing Out of Friends in Steam - does not make a difference.

Issue in detail:
Its still stuttering for me. This stutter does not appear on a frame time graph. My DualShock 4 controller does not exhibit this stutter issue, no matter what the button combination is - it works the way it should. This issue only applies to the keyboard.

To trigger the stutter - press any keyboard buttons like:
Q,W,E,R,T,Y,U,I,O,P,F,[,],\,S,F,G,H,J<K,L,:,",Z,X,C,V,B,N,M, ~,1,2,3,4,5,6,7,8,9,0,-,=,Backspace, All Numpad keys, Right Shift, Spacebar, Tab, Caps Lock.
To make the stutter more visible:
Move the mouse around while pressing any of the keys mentioned above. Pressing any 2 or more of these keys at the same time compounds the issue significantly! Imagine accidentally pressing melee and change weapons at the same time = severe stutter and this is not reflected in performance monitoring software (RTSS) so I'm not sure how to measure it.

Keys/Buttons that do NOT trigger the stutter:
Keys A,D, Left Alt, Right Alt, Left Ctrl and Right Ctrl do NOT trigger the stutter. No issues with pressing mouse buttons.

Why only these keys? I don't know.

This is the only issue I'm currently dealing with for v1.1.3.1
