How do I join multiplayer?

I play in Asian region. When I select Domination mode, somehow all other players are bots.

I'm new so I might not understand correctly, but can anyone explain how to play multiplayer? If this game is a singleplayer only, I would like to request a refund because it was not something I was expecting at all.
