I understand the frustration here, and I’m sorry this issue made it into the update.
Situations like this can happen during development, even when an issue is identified before an update goes live. At that point, the team has to weigh the impact of the known issue against delaying the entire update, including all of the other fixes, changes, and content that are ready to release.
Not every known issue will necessarily justify postponing a full update. In this case, the scope borders are a visual issue affecting some scopes on PS5 rather than something preventing the game from being played altogether.
That doesn’t mean the issue is being ignored. It was called out directly in the 1.4.3.0 notes, and the team is currently aiming to resolve it with update 1.4.3.5, which is planned for the coming weeks.
I completely understand that if you regularly use one of the affected scopes, though, the impact can feel much bigger from your perspective.
