Increase MBT and IFV respawn time

with the excessive buff to mbt and ifv and excessive nerf to rpg and at mines mbt and ifv need a much MUCH longer respawn time.

increase it by 30 seconds otherwise revert changes to at mine and rpgs because right now vehicles are simply too overpowered.

also revert bot changews back to season 2, they are either extremally overpowered or extremally dumb, no inbetween. 

so far season 3 is a vastly inferior and more frustrating experience than season 2.
