Initiation Rank Limit?

Is initiation mode limited to players below a particular rank? There's a couple of web pages that claim rank 10 is the maximum level, but when I was playing initiation breakthrough today there were players at rank 45 and 50, and I made it to 33 but now can't see the option to start the mode in my game menu. 

I'm not one of those players who likes to be thrown into high-level multiplayer matches and was using the initiation mode due to lack of a proper PvE option (such as there was in BF2042) and the continued lack of available servers in Portal. 33 seems like a random rank to remove the option to play the mode, especially when there were players at much higher levels in most of my games. 

People are celebrating BF6 like it's a return to quality, but it seems like it's more akin to a restaurant that has just hired a new chef after 6 years of extremely low-quality food, but that keeps running out of chairs and plates and randomly removes menu items without warning. Is this a return to form? Hopefully time will produce positive results.
