Is there a proper way to provide feedback for Portal tools?

I've found this forum as the only way to provide feedback for Portal SDK/tools. Which is inconveniet/unusable at all.

Would be nice to have some better tools for that, e.g. "empty Github project" just to collect/organize community feedback in a "software engineer friendly" manner, like Valve does for Dota 2: github project
