Is this chat behaviour acceptable?

So this guy called [Edit - CM] was spamming the in-game chat with harassments, insults, toxic slurs, and then he urged me to [Edit - CM], because I called him out for blocking the heli and he wasted the entire round camping at the base.

Why isn't this chat behaviour filtered?
