Keyboard and Mouse Lag

I'm having issues where the character stops moving, or doesn't respond to jumping or crouching. Will randomly start moving to the left. Mashed the game unplayable. I've found that if I have youtube or twitch open is when it happens the worst even though my ram and cpu aren't at 100%. It gets better when I close these but still not perfect. Did not have this problem last weekend. Have reinstalled game as well as tried verifying files. On the stream platform.
