Let us squad lock vehicles since VOIP is squad locked

I can't tell you how many times I've been in an IFV and been switching seats to paint vehicles and then use mr. missile to have somebody spawn in the vehicle and eff it all up.  Either they will spawn in the drivers seat and not use mr. missile on the targets I painted or they will just drive off.  Or if they spawn in the other seat they will not paint targets for me because they don't know what they are doing.  At least if it was spawn locked I could then talk to them and tell them what I'm trying to do.
