M136AT need changes

I think I have to say the obvious here

You can't bring a bad company 2 rocket launcher that one shoot any helicopter and make it not one shoot a helicopter 

I don't think we need the " nerf everything to the ground ultil it's useless and will be forgotten by players" mentality here
