M39 needs a buff

I like the idea of the m39 because it seems like they made it as a good all around dmr something that can be used in lots of different situations. The problem is I think the recoil is a bit too high compared to its damage and rate of fire I think they should decrease the recoil just a little bit like around 15% - 20% and increase the rate of fire closer to 300. Keep the damage where it is and I think it'll be able to complete with other weapons.
