If you guys started using the persistent servers -- that exist -- using the server browser -- that exists -- you would have exactly what you want. You can't keep choosing to use the matchmaking and complaining about the matchmaking. I know no one does, so that's why no one does. But what you want has been built, they just haven't come. Point being, that if enough of you who constantly complain about this, did what you can to avoid this, you would have enough people in portal to stop complaining that the only reason you don't use portal is because no one is there.
