I think matchmaking has a lot of competing priorities which would make it hard to ensure players stay together.
If you want to be sure to play with the same players round after round, search for and join a hosted experience.
What's the point of the server taking a lobby with 64 players who just finished a match and splitting them up? Sending 10 to each random lobby... why not leave them all together for the next match? If someone wants to leave, they can leave of their own free will. When they split people up like that, it only creates an opportunity for the rooms to be filled with bots.
