Well it doesn't matter. Not giving access to a sensitivity setting in a shooter game is actually pretty unfair when you consider that some mouse players can access it via workarounds.
Also, I'm pretty sure that if they hard-tied infantry hipfire and ADS sensitivities to a unique slider, and applied a very questionnable dividing ratio between the two, it probably would be your top issue. This is exactly what's happening, but for tanks.
