Dont use 7.1 , use 3d headset ;)
Which just defaults to "Headset" because the game does not recognize it.
The game just doesn't recognize Dolby Atmos as capable of mixing the surround sound and does not let you choose any other options than mono, stereo or headphones (just stereo again).
I have this setting and it works perfectly in DTS:
