Portal Battle Royale Solos need encouragement

Every match ends with multiple people who hide the whole match on the edges of the circle.
Would be more fun if the game forced them to engage other people or if there was some kind of prevention from staying hidden the entire match.
Of course this happens in squads too, and I understand that style of gameplay can be fun, but in solos it feels like it heavily punishes the people who actually do missions and actively engage. Especially nearing the end when the circle is tiny and after an engagement you still see 5 people hiding somewhere with no intention to engage 😆.
Also most 1v1's end in an unreactable time, maybe more health/armor would be nice.
Or maybe pvp missions that give you 1 extra armor slot.
