Portal Custom map with vehicles

I am having the same issues. I think that you have to create a vehicle spawner in the rules editor but I am still unsure how.
This guy made and it works. https://www.youtube.com/watch?v=tzRYgW8auhc Instructions on how to replicate what he made is at around the 25 minute mark. Basically there is a json file you can import and it will load all the flying vehicles and some bots. You can go in and fly around. I tryied adjusting some settings but then it stops working if I change stuff like turn off ai or whatever.
