PSR not unlocked despite having challenge completed

So I was in the process of trying to complete the deadeye 2 challenge completed then the next day I got on it was updated to be easier to acquire, and I was excited because I had already met the newest requirements. And now its telling me its unlocked but its not in my loadouts. Im a bit saddened because I have been trying to reset my game, my console and everything to be able to use it but to no avail. 

I am praying I am not alone on this.
