Ranked REDSEC matchmaking

What is with the matchmaking for Redsec between ranks? Why can I as only Bronze matchmake with people in the top 250 ranks, solo Q and get teammates that are diamond or higher, but I cant party up with a friend higher rank and go into games? The matchmaking as a whole with the ranks involved is a huge problem
