Sniper do need tweaks but not towards nerfing the class. The 1HK is fine as some of the features help balance:
you are only allowed 1 type of scope so if you chose a lower magnification (for easy close combat kills), you essentially give up distance. Assuming the sniper is able to hit the enemy in the right area you get a kill otherwise the reload will get you killed.
Accessories limit also counts towards the point above, chamber for the sniper if not switched also adds to reload delay as you have to break out of ADS if you want to reload otherwise you won't. Unlike the shotgun the sniper shoots a single bullet which has a high chance of missing with out ADS. (Reload will hinder close combat) not saying its not possible but its extremely difficult to pull even under the right circumstances.
In order for a sniper to kill you at close combat with out missing, it will require the sniper to be as close as doing a backstab. Sniper players are more likely to die before they get that close (will depend on enemy aim) most guns can outsnipe a sniper as they were during the 2nd play test, so unless the enemy is visually impaired (smoke, bushes, etc) very unlikely to pull it off (auto spotting)
Sniper glint will give recon players position away and allow the enemy to shoot them down before they can properly aim for the head or chest. There is an accessory that helps with glint but it only reduces the glint not negate it, but other classes don't have this issue as they don't have glint on their scopes. They really need to fix this
Most Maps we tried are too small for snipers to work effectively. Even if you have a big map, snipers would have to search and reach good positions to be effective (wastes time and gives enemies an advantage). Removal of beacon was a good choice to minimize safe camping for snipers as they have to traverse the field.
The way I see it, snipers have always been playing with handicaps. the current changes don't OP the class but rather put them on a similar playing field (puts it on the right track). However There are things that I would like removed like the auto spotting, this mechanics feels like it takes away from strategic play (at least only for squad to benefit and not the entire team)
Ps real snipers usually go for the chest not for the head (only during special circumstances)
