Reduce Bot-fill in the matchmaking

After the recent update (the end of the Free trial of Season 2 I think) the matchmaking system is bugged and every 2nd match is 24 out of 32 people per team  and 60% of them are AI Bots. What is the incentive to play multiplayer game that it's 3 real people out of 64 and the rest is bots. 

It seems that the matchmaking wants to start the match as fast as possible but it cannot find people that quick. The only thing that can fix this is a server browser (like BFV) and non disbanding lobbies. After every match's end, the players are scattered to different new lobbies that are unable to get filled most of the time. And after the recent update, we have bots filling them up.
