The problem was never “players can reach rooftops.” The real problem was “some rooftops were reachable in ways that did not give the other side fair counterplay.” If both teams have clear and intentional access routes, rooftops become a gameplay layer instead of an exploit.
This is the core issue. The current restrictions have been put in place because quite frankly, the rooftop gameplay had become incredibly obnoxious. For me, they should only be removed once changes to the maps have been done to grant alternative access.
Of note, I am pretty sure this will be part of the Sobek redesign that has been announced. Alas, I have not seen Manhattan in that list.
