Servers unbalanced

There is a problem with people accessing servers they are not native to in order to gain an advantage in gameplay.  For instance, I’m on a US West server seeing a lot of people with Asian names (google search refers to Russian players as well).  Their bad ping ruins the gameplay for the whole server rather than ruining just their gameplay.  I have noticed a large increase in players with bad pings doing extremely well (3:1 KD ratio) and somehow messing with my gameplay.  The difference is milliseconds and enough for me to notice when I’m in a decent server versus an unbalanced server.  Out of every 10 servers I join now I might get in one server without complications.
