It's definitely not right, but it is what EA intended. They are attempting to match teams, not individuals. Add the cheaters on top of that, if you're a mid-skilled or lower player you'll be getting farmed most games. At launch they had full progression and bots in Portal, you could play with your friends there to avoid all that. They quickly removed that.
