"slow mo" latency and fps drops

Does anyone know a fix or is anyone else having this problem.  (I am on pc)

Everytime I spawn in everything is slowed down like sprinting or reloading a gun and everyone is "teleporting" or skipping across the screen and when i get into a gunfight I die and it goes to a "slow motion" like death
