SOVIS filter does it really work?

I get maybe 2 enemies per game where it’s very obvious the SOVIS filter is working, but it’s when I really don’t need it to notice the enemy, often when they are running across a open road, not very hard to spot.

But every time I get killed by a shadow is when I kinda want it to work.

Is it supposed to only work 1% of the time?
