I think the attachment point cost is a significant downside. I personally would prefer they balance the cost of certain attachments, rather than having complex penalties. What I've noticed is that I tend to avoid attachments that have too many penalties. As soon as I see "Reduced ADS accuracy" or "Slows down movement speed", I pretty much don't even look at those attachments anymore.
