The bots seem unreasonably merciful towards tanks

There might be something about how the bots have been tuned but they will let an enemy tank roam around quite unmolested.

But gods save any EoD bot or drone that gets in their line of sight, they will start shooting rockets at those tiny unmanned drones like if the world depends on it.

If possible I would like that behavior to be consistent to both manned and unmanned vehicles
