what the hell is this, gun not firing on certain players

ok so since the update my hit reg has been terrible but this isnt the issue here, since the free week on some players my gun just stops firing, i'm in full auto and as you can see in the clip i uploa...

My wife and I have had the same problem in Redsec. The gun is always in auto fire, but randomly it fires one bullet and stops.

Edit: I guess regular multiplayer too, not just redsec.
