When playing 'Breakthrough' mode, why am I defence at least 9 times out of 10?

Because you are matchmaking instead of using a community server. Community servers keep the population together round to round, have a fixed map rotation, and off-sides attackers and defenders equally.

Matchmaking has way too many competing priorities to not fail in one way or another.
