Because EA is not clear about this, people are misunderstading something about this
If you try to use those 0 player servers the game reacts as if you try to host a new server.
This means that the "permanent" servers are just permanently listed and do not actually occupy a server.
So the ones preventing you from hosting a server, have at least 1 player inside.
