If I purchased battlefield 6 phantom edition on Xbox, do I need to repurchase the phantom edition on PC to keep my progress or can I purchase the normal version?

There is cross progression, so anything you unlock on the phantom edition will carry over. Your best bet is to contact support, as I highly doubt than anyone knows with 100% certainty.
