9800X3D processor under abnormal load at 75 degrees

Excessive processing power even on high-end processors. I have a 9800X3D and I get 75 degrees peak with a load of 40%-50%, which is absolutely not normal for it. I have a 280mm WC and an RTX 3080 ROG. I ask that you evaluate this. Many people are using a cfg.exe file to improve this. Optimize performance for PCs further, thank you.
