That sounds frustrating and is not an ideal experience. I have an additional step that I think will help.

Uninstall the game.
Boot the console in safe mode and then choose Rebuild Database
Reinstall the game when ready and retry playing.

Let us know if rebuilding the database helps you get past this error. The PlayStation page on this error below just says to reinstall, but I think the additional step will make the difference.
