Simbaclaws I'll help you troubleshoot the issue. Please post two screenshots so we can see what's happening.
1) A screenshot with the network performance graph and FPS overlay on-screen.

Simbaclaws correct, during the game performance issue for in-game screenshot.
There's a portal map call "mark de bench" that starts in new york that's good for testing on. You should use that. When it loads, quickly spawn in and then stand on the tyres & sandbag bit on the right in front of the fire station, point the gun down the street and don't move it again. 5 to 10 minutes is long enough to get a good amount of load going as the vehicles blow up and the buildings collapse.
