57/51 fps is normal one and 29/28 fps one is the one after a restart, i actually yesterday faced this problem in mid game for the first time. had to optimize in nvidia settings and restart again to put low settings. both screencaps are while playing at low settings
EmeraldDrkKnight the bottom screenshot looks like a background app might be using the CPU and making the game lag.
Open Windows Task Manager and sort apps by CPU usage. See if you notice any apps using the CPU when you experience low framerate.
Nothing abnormal, 30% free as well
