On the Xbox itself, I went to "Settings", then "Account", then "Verify your Age".... and it provided me a QR code to scan. Once I clicked the new link from the QR code, it allowed me to scan my face right there and then. Then within 10 seconds it verified I was 'over 18' and I just restarted the game and the error was gone. Was a very simple process. Hope this helps!
I don’t think this is a fix for people experiencing this issue on a Xbox/ea children’s account sadly. I’ve tried help my younger sibling with this issue and I don’t even have the option to verify their age when using their account (likely because it was already verified as under 18 when the account was created).

Yep, I think you are right, if it was already confirmed as a child account, there is no way to change that now.
Still needs EA to patch.
