Extreme intermittent stutters with 9800X3D cpu

Every time I play the game, I experience very jarring FPS stutters on my 4090 + 9800X3D build. I tried disabling the iGPU and made sure to do a clean Windows 11 install. I also don’t use any kind of overclocking, and my RAM is running at stock speeds.

I’ve run several stress tests on my PC components, and they all seem to be working fine — but I still can’t figure out why I’m having this problem.
